A defining evening

On 12 June at 8.30 pm, the commune of Messy in Seine-et-Marne hosted the first public information meeting on the development project located at Champ Saint-Pierre. Nearly one hundred people were present. Three hours of discussions. An evening organised by Messy Town Hall at the initiative of Mayor Carlos Neto and his Municipal Council.

It is also the evening that marked the public launch of Surfers Village Paris. The project now exists in the public arena, and is entering a phase of open dialogue with residents and neighbouring municipalities.

What unfolded in the room

The audience was attentive and welcoming. About a dozen residents took the floor, while the others listened. The questions focused on what legitimately concerns people when a project of this scale is announced: traffic, water management, noise, site access, local roots.

To each of these questions, I responded by recalling two things. First, that the project is at this stage an ambition to create, and that no regulatory procedure has yet been completed. Second, that all the required studies, on traffic, noise, water and the environment, will be conducted and made public as part of the procedures to come.

What it is, and what it is not

Surfers Village Paris is a multi-disciplinary sports and health hub. It is neither a theme park, nor a mass aquatic leisure complex, nor an elite private club. It is a village designed for multiple audiences, multiple uses and multiple entry points, including a tailored pricing principle for residents of neighbouring municipalities, to be discussed with those municipalities.

To the citizens of Messy: thank you

I wished to address a letter of thanks to the citizens of Messy, for their welcome and the quality of their attentive listening that evening. The commune is hosting us, and this is where everything begins. The letter revisits the geography of the site, the traffic considerations, and the benefits the territory can draw from the project.

To the residents of Gressy: a commitment

I have also addressed an open letter to the residents of Gressy, who are the immediate neighbours of the site. This letter sets out the commitments to dialogue, the actual distances to dwellings, the applicable regulatory thresholds for noise and light, and the framework of the project.

A long-term approach

This evening is not an isolated event. It marks the start of a process. A second public meeting will be held in October 2026, dedicated exclusively to Surfers Village Paris. A local steering committee will be proposed to the commune of Messy, open to representatives of the neighbouring municipalities.

The project is aiming to open in the 2030-2032 timeframe, subject to the applicable regulatory procedures. In the meantime, the dialogue continues, in writing, through the website, and at upcoming public meetings.

Next meeting, October 2026

A second public meeting will be held in October 2026. Venue and date to be announced on this website.
