This website presents the Surfers Village Paris project, a territorial development ambition associated with a shared photovoltaic component envisaged at site scale.

Any related development component carried by third-party operators, distinct from the publisher, falls under the responsibility and communications of those operators. This information framework does not commit them and does not prejudge their legal, technical, scheduling or contractual choices.

▌ SITE STATUS

This website is an institutional preliminary information communication, NON-COMMERCIAL within the meaning of Article L.121-1 of the Consumer Code. It does not constitute an offer, solicitation, canvassing or commercial advertisement within the meaning of Articles L.121-1 to L.121-4 of the Consumer Code, L.341-1, L.341-3, L.411-1, L.500-1 and L.550-1 of the Monetary and Financial Code, and Article 1 of Law No. 70-9 of 2 January 1970 (Hoguet Act).

The project may be modified, adjusted or abandoned at the conclusion of each of these stages. Any requirement from the competent authorities shall be binding on the project. ANY INFORMATION ON THIS SITE THAT DIVERGES FROM A FINAL ADMINISTRATIVE DECISION SHALL BE DEEMED UNWRITTEN FROM THE DATE OF NOTIFICATION OF THAT DECISION.

▌ STATUS OF DATES

All time references («horison 2030–2032», «Act X», «H1\/H2», «target», «ambition») are PURELY INDICATIVE. No date, horizon or timeline is guaranteed, nor does any constitute a contractual, public or pre-contractual commitment within the meaning of Articles 1112 and 1124 of the Civil Code. Any time reference may be modified or abandoned at any time, without notice or compensation.

▌ STATUS OF FIGURES

All quantitative data presented (programme, floor areas, capacities, beds, rooms, lots, jobs, fiscal returns, water, energy or materials consumption, environmental ratios, carbon balances, rewilded surfaces, hectares concerned, tariffs and schedules) are TARGET OBJECTIVES OR PROGRAMMATIC ESTIMATES TO BE VALIDATED IN DETAILED STUDIES. No figure constitutes a contractual commitment, guarantee of result or binding obligation on the project originator. These figures may be revised, adjusted or abandoned.

▌ STATUS OF ENVIRONMENTAL INTENTIONS

Qualitative statements of environmental intent (soft mobility, reduction of water and carbon footprint, rewilding, road network sobriety, etc.) express the DESIGN PRINCIPLES ENVISAGED AT THIS UPSTREAM STAGE. They do not constitute substantiated environmental claims within the meaning of Decree No. 2022-539 of 13 April 2022, nor binding commitments within the meaning of Articles L.229-25, L.229-68 and L.211-1 of the Environmental Code. They shall, where applicable, be specified, validated or amended by the environmental assessment, the environmental authority and the requirements of the competent authorities.

▌ COMMERCIAL STATUS

As of the update date of this framework, NO REAL ESTATE OR SERVICE IS BEING MARKETED through this site. No payment is requested. No property can be reserved. No service can be subscribed.

No waiting list, pre-registration, expression of interest, solicitation or contact collected on this site shall constitute an option, promise, reservation, pre-contractual commitment, preliminary contract within the meaning of Article L.261-15 of the Construction and Housing Code, subscription, placement, lease or any commitment whatsoever, within the meaning of Articles 1112 and 1124 of the Civil Code and Articles L.121-1 to L.121-4 of the Consumer Code.

Pages entitled «buyer», «investor», «membership», «operator partner», «sports federation», as well as any programme sheet or detailed description, are pages of illustrative information and programmatic ambition. The «Health Centre» referred to constitutes a TERRITORIAL AMBITION. No agreement with the Île-de-France Regional Health Agency, no authorisation for healthcare activities under Article L.6122-1 of the Public Health Code, no medical convention, no HAS accreditation and no healthcare establishment authorisation have been concluded to date. No medical service, consultation, care act or therapeutic supervision is open to the public through this site. Any mention of a medical speciality, discipline or service is purely illustrative and does not constitute advertising within the meaning of Articles L.4163-7 and L.5311-1 of the Public Health Code. Any communication relating to medical practice is and will remain subject to prior authorisation from the competent health authorities.

▌ FINANCIAL STATUS

No public funding, subsidy, institutional financial participation, endowment, State credit, public guarantee or resource under local taxation has been SECURED to date. References to «institutional funding» or «institutional partners» refer to THE AMBITION OF A TERRITORIAL DIALOGUE with institutions, and not to a secured budgetary commitment.

▌ LAND, PROCEDURAL AND PROJECT STRUCTURE STATUS

This website describes a project in the preliminary study phase. No planning decision has been taken by the municipality of Messy. No authorisation application has been filed. The cadastral perimeter, final floor areas and applicable Local Urban Plan zoning will be specified during future regulatory procedures and published as they arise.

The project originator is acting at this stage in a personal capacity, within a framework of preliminary studies and territorial dialogue. Any operational legal entity (project company, SAS, SCI, holding company) that may be formed for the delivery phase will be established, where applicable, following regulatory procedures and according to the requirements of financial, operational and institutional partners.

▌ PERSONAL DATA

All information submitted through contact forms, letters of interest or registrations is processed in accordance with the General Data Protection Regulation (EU Regulation 2016\/679 of 27 April 2016) and the French Data Protection Act of 6 January 1978 as amended. ▌ EDITORIAL STANCE

This website is a tool for information, education, listening and territorial dialogue at the initiative of the project originator, acting in a personal capacity. It DOES NOT REPLACE ANY OFFICIAL CONSULTATION PROCEDURE organised by the municipality, by the State, by the National Commission for Public Debate, by the inquiry commissioner or by any other public authority. It does not prejudge any public decision.

Residents, local communities, elected officials, institutional representatives, partners and all members of the public are invited to submit their observations, questions and contributions through the channels indicated on the Contact page, and to participate in official procedures as they open.

This framework is governed by French law. Any dispute shall fall within the jurisdiction of the French courts.
