WaveCare (trademark being registered with the INPI) is the name of the medico-sports centre project that Surfers Village Paris wishes to develop at the heart of the Village. The exact scope of activities, the required health authorisations and the medical governance will be determined in consultation with the ARS Île-de-France and the competent health authorities. This page sets out the project's ambitions, not a service open to the public at this date.

Three missions

Treat, prevent, perform

From prevention to performance, WaveCare aims to cover the full sport-health pathway for the patient, the committed amateur, the athlete, the senior, the child. A multidisciplinary team envisaged in a single location, subject to applicable authorisations.

Treat

Ambition: to welcome sports medicine, post-traumatic and post-operative rehabilitation, and chronic pain management. Subject to applicable health authorisations.

Prevent

Vocation to be part of the Sport on Prescription scheme (in connection with local prescribing physicians) and to develop APA (Adapted Physical Activity) programmes. Terms to be determined in consultation with the ARS and prescribing physicians.

Perform

Physical conditioning, re-athletisation, optimised return to practice, high-level medico-regulatory monitoring.

A project rooted in its territory

A territory under overall medical pressure

The project is located in northern Seine-et-Marne, a territory classified as a Priority Intervention Zone (ZIP) by the ARS Île-de-France. WaveCare intends to complement existing primary care provision.

The territorial reality

84 to 94% of the department affected depending on the ARS-IDF general medicine zoning.

Our positioning

Without claiming to replace primary first-contact care (which falls to MSPs, CPTSs and conventional community medicine), WaveCare positions itself as a complement.

A specialist medico-sports dimension: sports medicine, post-traumatic rehabilitation, prevention, accompanying everyday pathologies through physical activity.

Innovation

Ambition: a medico-sports centre that lives within its ecosystem

The great French CERS (Capbreton, Saint-Raphaël) are dedicated medical centres. The WaveCare project ambitions to add a complementary dimension, to be integrated into a site where sport would be practised on a daily basis.

  • Aquatic re-athletisation in the SurfPark, resuming real practice
  • Accommodation continuity, patient stays in on-site residence or hotel
  • Coherent nutrition, adapted catering integrated into the site
  • Free-access health trail, performance gym, wellness spa
  • Direct synergy with the Pôle Espoir Surf IDF (medico-sports monitoring of young athletes)

Partnerships

A project in dialogue

The WaveCare project is intended to be built in dialogue with institutions, prescribing physicians, payers and federations. A framework of agreements to be formalised as the project progresses.

ARS Île-de-France

Partnership 01

An involvement identified as an absolute necessity, health authorisations, agreements, integration into the regional health scheme. The WaveCare project ambitions an agreement with the ARS Île-de-France as part of the review process. No agreement has been signed at this stage.

Prescribing physicians

Partnership 02

Network of community physicians (GPs, sports medicine doctors, MPR) referring to the Health Centre. Direct communication, rapid return of results.

Mutual insurers & health insurers

Partnership 03

Coverage agreements for prevention programmes, APA, Sport on Prescription, rehabilitation stays.

Sports federations

Partnership 04

Medico-sports monitoring of licence holders, programmes specific to partner disciplines. Ambition to apply for the Pôle Espoir Surf label in Île-de-France with the FFS, in consultation with the French Surf Federation. No labelling has been obtained at this stage.

Commitments

A progressive, controlled opening

WaveCare will ramp up progressively, consultations and basic care from opening, technical platforms and specialist programmes as agreements and health authorisations are obtained. Target: 2030-2032.

2027—28

Closing, framework agreements

Finalisation of the investor round by the second half of 2028 at the latest. First framework agreements with the ARS, federations and medical partners.

Planning permission & construction launch

Planning application review phase, then start of construction. Preparation of specific health authorisations.

Construction of the Health Centre, recruitment of medical teams, finalisation of ARS and payer agreements.

Opening

Progressive commissioning

Launch of consultations, rehabilitation, APA programmes and prevention, ramping up progressively in line with agreements and health authorisations obtained. Target: 2030-2032.
